The Failure of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the current period. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a automatic firearm opened up on a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, continue.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
